| 2 | | WHEREAS, The members of the Illinois Senate are saddened | 3 | | to learn of the death of William Chapel "Bill" Burrows of Rock | 4 | | Island, who passed away on November 13, 2021; and
| 5 | | WHEREAS, Bill Burrows was born to Dan and Lenore Burrows | 6 | | in Albuquerque, New Mexico on April 28, 1931; he graduated | 7 | | from the New Mexico Military Institute; he received his | 8 | | bachelor's degree in Agronomy from Colorado A&M College; he | 9 | | earned his master's and doctorate degrees in Soil | 10 | | Physics/Agricultural Climatology from Iowa State University; | 11 | | he married Miriam Finch in Fort Collins, Colorado on June 8, | 12 | | 1952; he served in the U.S. Air Force from 1952 to 1954; and
| 13 | | WHEREAS, Bill Burrows was active in many agronomy and | 14 | | meteorological societies, and he authored or co-authored a | 15 | | number of papers for these organizations; he served as an | 16 | | editor of the Proceedings of the International Conference on | 17 | | Mechanized Dryland Farming and served on several committees of | 18 | | the National Academy of Sciences; and
| 19 | | WHEREAS, Bill Burrows had a very fulfilling career at | 20 | | Deere & Co. from 1965 until he took early retirement in 1987; | 21 | | and

| 1 | | WHEREAS, Bill Burrows was a member of the Quad Cities | 2 | | Computer Society and the RICO Illinois Genealogical Society; | 3 | | he enjoyed researching genealogy and trail riding with Miriam | 4 | | during his retirement; and
| 5 | | WHEREAS, Bill Burrows is survived by his wife, Miriam; his | 6 | | daughters, Marsha Chappell, Sharon (Rod) Burnell, Connie | 7 | | (John) DeSautelle, and Becky (Mark) Catlett; his | 8 | | grandchildren, Nathan Moross, Ben (Jordan) Chappell, Cassie | 9 | | (Will) Boucher, and Trent Catlett; and his | 10 | | great-grandchildren, Wyatt Boucher and Memphis Boucher; | 11 | | therefore, be it
| 12 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL | 13 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 14 | | William Chapel "Bill" Burrows and extend our sincere | 15 | | condolences to his family, friends, and all who knew and loved | 16 | | him; and be it further
