AMENDMENT TO SENATE BILL 1370

AMENDMENT NO. ______. Amend Senate Bill 1370 by replacing everything after the enacting clause with the following:

"Section 1. Short title. This Act may be cited as the Vaccine Credential Act.

Section 5. Definitions. As used in this Act, "vaccine credential" means any written or electronic record evidencing that a person has received a vaccine.

Section 10. Vaccine credentials for public events or venues. A unit of local government or the State may not require a person to have a vaccine credential or show a vaccine credential before the person enters a public event or public venue.

Section 15. Home rule. A home rule unit may not regulate vaccine credentials in a manner inconsistent with this Act. This Act is a limitation under subsection (i) of Section 6 of Article VII of the Illinois Constitution on the concurrent exercise by home rule units of powers and functions exercised by the State.

Section 99. Effective date. This Act takes effect upon becoming law.".
