AMENDMENT TO SENATE BILL 84

2    AMENDMENT NO. ______. Amend Senate Bill 84 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. "An Act in relation to governmental matters",
5approved June 23, 1995, Public Act 89-29, is amended by
6changing Section 1-95 as follows:
 
7    (P.A. 89-29, Sec. 1-95)
8    Sec. 1-95. The Illinois Department of Mental Health and
9Developmental Disabilities, on behalf of the State of
10Illinois, is authorized and directed to transfer and convey at
11a price of $1.00, by the execution of a Quit Claim Deed, to the
12Kreider Services, Inc. an Illinois Not for Profit Corporation,
13the following described real property, all in Lee County,
14Illinois:
15        Part of the East Half of the East Half of the Southeast
16    Quarter of Section 29, Township 22 North, Range 9 East of

1    the Fourth Principal Meridian, described as follows:
2    Beginning at a point on the West line of the said East Half
3    of the East Half, 514 feet South of the Northwest corner
4    thereof; thence East 264 feet, thence South 200 feet,
5    thence West 264 feet to the said West line, thence North on
6    the said West line to the said point of beginning.
7        Part of the Northwest Quarter of Section 33, Township
8    22 North, Range 9 East of the Fourth Principal Meridian.
9    Lee County, Illinois and part of Block 7 in the Town of
10    North Dixon, now a part of the City of Dixon, Lee County,
11    Illinois described as follows: Beginning at a point on the
12    Westerly line of said Block 7, 110.0 feet Northerly of the
13    inter-section of the said Westerly line of Block 7 with
14    the Northerly line of Graham Street extended Easterly;
15    thence Northeasterly on the Northerly line of the Lee
16    County Housing Authority property at an angle or 89° 51'
17    measured counterclockwise from the said Westerly line of
18    Block 7, 765.29 feet to the North line of said Section 33;
19    thence West on the said North line of Section 33, 207.81
20    feet to the Northwest corner of said Section 33, thence
21    West on the North line of Section 32 in aforesaid Township
22    and Range, 596.86 feet to the Northwest corner of said
23    Block 7; thence Southeasterly on the said Westerly line of
24    Block 7, 246.6 feet to the said point of beginning,
25    containing 2.15 Acres more or less.
26    Kreider shall agree to save and hold harmless the State of

1Illinois against all claims of whatever nature arising from or
2in consequence of the sale of lands herein described.
3    The instrument or instruments of conveyance shall be filed
4for record in the Office of the Recorder of Deeds of Lee County
5by Kreider within 15 days after the delivery of the instrument
6or instruments or conveyance.
7    Kreider shall agree that the land conveyed, as described
8in this Section, shall be used for the purpose of offering
9services to individuals with developmental disabilities or
10behavioral health needs, or both, Developmental Disabilities
11pursuant to Kreider's Articles of Incorporation including, but
12not limited to, Sheltered Workshop, Work Activity, Adult Day
13Training, Residential, and Services for individuals from birth
14to three years of age and if not used for these purposes or if
15Kreider's use for these purposes is discontinued, or if
16Kreider shall convey or attempt to convey all or any portion of
17the land to another party, the land shall revert to ownership
18by the State of Illinois. Kreider may convey by quitclaim deed
19all or any portion of the land to another party, subject to the
20condition that if the land is no longer used for the purpose of
21offering services to individuals with developmental
22disabilities or behavioral health needs, or both, the land
23shall revert to ownership by the State of Illinois. Any deed or
24deeds executed under this Article shall include appropriate
25provisions to effectuate the purpose of this Section.
26    Upon payment of the purchase price of $1.00, the Director

1of the Department of Mental Health and Developmental
2Disabilities shall execute and deliver a quit claim deed to
3Kreider Services, Inc. and deposit the purchase price in the
4General Revenue Fund in the State Treasury.

889-78, is amended by changing Section 30-95 as follows:
 
9    (P.A. 89-78, Sec. 30-95)
10    Sec. 30-95. The Illinois Department of Mental Health and
11Developmental Disabilities, on behalf of the State of
12Illinois, is authorized and directed to transfer and convey at
13a price of $1.00, by the execution of a Quit Claim Deed, to the
14Kreider Services, Inc. an Illinois Not for Profit Corporation,
15the following described real property, all in Lee County,
16Illinois:
17        Part of the East Half of the East Half of the Southeast
18    Quarter of Section 29, Township 22 North, Range 9 East of
19    the Fourth Principal Meridian, described as follows:
