AMENDMENT TO HOUSE BILL 4455

2    AMENDMENT NO. ______. Amend House Bill 4455 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois
6is amended by adding Section 605-1095 as follows:
 
7    (20 ILCS 605/605-1095 new)
8    Sec. 605-1095. Recovery Initiative to Support Employment
9(RISE) Grant Program.
10    (a) The Department of Commerce and Economic Opportunity
11shall establish the Recovery Initiative to Support Employment
12(RISE) Grant Program.
13    (b) From funds appropriated, directly or indirectly, from
14moneys received by the State from the Coronavirus State Fiscal
15Recovery Fund under the American Rescue Plan Act, the
16Department shall allocate $250,000,000 as grants to: (i)

1businesses for the purpose of aiding in the employment of
2persons unemployed as a result of the COVID-19 public health
3emergency; and (ii) nonprofit organizations acting as
4community navigators that serve the purpose of aiding
5underserved businesses, including businesses owned or operated
6by minority persons, veterans, and women, in gaining access to
7relief funds and resources related to the COVID-19 public
8health emergency.
9    (c) Eligible businesses shall receive grants in the amount
10of $5,000. To be eligible for a grant under this Section, a
11business must: (i) retrain and hire qualified employees; (ii)
12employ less than 50 employees; and (iii) create a net new job.
13Grants will be awarded in the order in which applications are
14received. A business shall be eligible for one grant provided
15under this Program. Once all applicants receive an initial
16grant, a business may apply for a second grant until the
17initial fund allocation is depleted.
18    (d) Eligible community navigators shall receive grants in
19amounts ranging from $100,000 to $2,000,000. To be eligible
20for grants under this Section, a community navigator must be a
21nonprofit organization that provides outreach to hard-to-reach
22or underserved businesses to raise awareness of opportunities
23for federal or State support related to the COVID-19 public
24health emergency, including, but not limited to, aiding such
25businesses with access to grants, financial planning,
26marketing outreach, and technical assistance. Grants will be

1awarded in the order in which applications are received. The
2number and scale of grants awarded will depend on the proposed
3scope of services provided by the community navigator in terms
4of geography and targeted business types.
5    (e) The Department shall adopt rules for the
6implementation of this Section.
7    (f) For purposes of this Section:
8    "Net new job" means a full-time equivalent employment
9position that causes the taxpayer's average employee head
10count in the State for the calendar year in which the taxable
11year begins to exceed its employee head count in the State on
12the effective date of this amendatory Act of the 102nd General
13Assembly.
14    "Qualified employee" means a resident of the State who is
15hired by the taxpayer to fill a net new job and was unemployed
16as a result of mandated business closures caused by the
17COVID-19 public health emergency prior to the date he or she
18was hired by the taxpayer. "Qualified employee" includes, but
19is not limited to, a resident who was self-employed, but
20became unemployed because of COVID-19. "Qualified employee"
21does not include an employee who was furloughed by the
22taxpayer and reinstated during the taxable year.".
