AMENDMENT TO HOUSE BILL 162

AMENDMENT NO. ______. Amend House Bill 162 on page 1, line 9, before "except", by inserting "that may levy any tax,"; and

on page 1, by deleting lines 10 through 13; and

on page 2, line 3, before "of the", by inserting "appointed by the chair of the board"; and

on page 2, by replacing lines 4 through 11 with the following:

"unit, with the advise and consent of the board, and any chief executive officer or officer of the governmental unit. The committee"; and

on page 2, line 23, by replacing "appropriate." with "appropriate, including seeking assistance from community colleges or universities with research and the development and review of reports of the committee."; and

on page 3, lines 10 through 12, by deleting "through at least one public survey sent to at least 10% of residents within the governmental unit"; and

on page 3, line 14, after the period, by inserting "The committee may meet during the a regularly scheduled meeting of the governmental unit as long as: (1) separate notice is given in conformance with the Open Meetings Act; (2) the committee meeting is listed as part of the board of the governmental unit's agenda; and (3) at least a majority of the members of the committee are present at the committee's meeting."; and

on page 3, immediately below line 20, by inserting the following:

"At the conclusion of each meeting, the committee shall conduct a survey of residents who attended asking for input on what was discussed at the meeting."; and

on page 3, line 21, by deleting "and oral presentation"; and

on page 4, line 2, by replacing "both an oral presentation and the" with "a"; and

on page 4, line 3, by replacing "6" with "18"; and

on page 4, lines 7 and 8, by deleting "and presented all oral presentations required under Section 25".
