| 2 | | AMENDMENT NO. ___. Amend House Resolution 120 as follows: | 3 | | by deleting everything and replacing it with the following: | 4 | | "WHEREAS, The development of distributed databases and | 5 | | ledgers protected against revision by
publicly-verifiable open | 6 | | source cryptographic algorithms, and protected from data loss | 7 | | by
distributed records sharing, colloquially called | 8 | | "blockchain", has reached a point where the
opportunities for | 9 | | efficiency, cost savings, and cybersecurity deserve | 10 | | legislative study; and | 11 | | WHEREAS, Blockchain technology is a promising way to | 12 | | facilitate a transition to more efficient
government service | 13 | | delivery models and economies of scale, including facilitating | 14 | | safe,
paperless transactions, and permanent recordkeeping | 15 | | immune to cyber-attacks, and data
destruction; and |

| 1 | | WHEREAS, Blockchain technology can reduce the prevalence | 2 | | of government's disparate,
computer systems, databases, and | 3 | | custom-built software interfaces, reducing costs associated | 4 | | with
maintenance and implementation and allowing more regions | 5 | | of the state to participate in
electronic government services; | 6 | | and | 7 | | WHEREAS, Nations and municipalities across the world are | 8 | | studying and implementing
government reforms that bolster | 9 | | trust and reduce bureaucracy through verifiable open source
| 10 | | blockchain technology in a variety of use cases from medical | 11 | | records, land records, banking,
and property auctions; and | 12 | | WHEREAS, The State of Illinois, through the recently | 13 | | created Illinois Blockchain Initiative, has
promoted a | 14 | | collaborative regulatory exchange with technology firms, | 15 | | software developers, and
service providers, so that if | 16 | | regulation is needed, it will be the product of a collaborative | 17 | | and
proactive approach, with the goal of encouraging economic | 18 | | development through innovation; therefore, be it | 19 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 20 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that there | 21 | | is created the Illinois
Legislative Blockchain and Distributed | 22 | | Ledger Task Force to study how and if State, county, and |

| 1 | | municipal governments can benefit from a transition to a
| 2 | | blockchain based system for recordkeeping and service | 3 | | delivery; and be it further | 4 | | RESOLVED, That the Task Force will consist of the following | 5 | | members: | 6 | | (1) two members appointed by the Speaker of the House | 7 | | of Representatives,
one who shall be designated as | 8 | | Co-Chairperson; | 9 | | (2) two members appointed by the House Minority Leader; | 10 | | (3) two members appointed by the President of the
| 11 | | Senate, one who shall be designated as Co-Chairperson; | 12 | | (4) two members appointed by the Senate Minority
| 13 | | Leader; | 14 | | (5) one member appointed by the Cook County Recorder of
| 15 | | Deeds; | 16 | | (6) one member appointed by the Cook County Clerk; | 17 | | (7) one member appointed by the state Division of
| 18 | | Banking; |

| 1 | | (8) one member appointed by the Secretary of State; | 2 | | (9) one member appointed by the Illinois Department of | 3 | | Commerce and Economic Opportunity; | 4 | | (10) two members appointed by the Illinois Department | 5 | | of Innovation and Technology; | 6 | | (11) one member appointed by the Illinois Department of | 7 | | Insurance; and | 8 | | (12) one member appointed by the Illinois Department | 9 | | Financial and Professional Regulation; and be it further | 10 | | RESOLVED, That all appointments shall be confirmed by both | 11 | | Co-Chairpersons; and be it further | 12 | | RESOLVED, That all appointments to the Task Force shall be
| 13 | | made within 60 days after the adoption of this resolution;
| 14 | | vacancies in the Task Force shall be filled by their respective
| 15 | | appointing authorities within 30 days after the vacancy occurs;
| 16 | | and be it further | 17 | | RESOLVED, That the Task Force members shall serve without | 18 | | compensation; and be it further |

| 1 | | RESOLVED, That the Task Force may employ skilled experts | 2 | | with the
approval of the Co-Chairpersons, and shall receive the
| 3 | | cooperation of any State agencies it deems appropriate to
| 4 | | assist the Task Force in carrying out its duties; and be it
| 5 | | further | 6 | | RESOLVED, That the members of the Task Force shall be
| 7 | | considered members with voting rights; a quorum of the Task
| 8 | | Force shall consist of a majority of the members; and be it | 9 | | further | 10 | | RESOLVED, That the Task Force shall meet initially at the
| 11 | | call of the Co-Chairpersons, no later than 90 days after the
| 12 | | adoption of this resolution, and shall thereafter meet at the
| 13 | | call of the Co-Chairpersons; and be it further | 14 | | RESOLVED, That the Illinois Department of Innovation and | 15 | | Technology shall provide
administrative and other support to | 16 | | the Task Force; and be it further | 17 | | RESOLVED, That the Task Force shall research, analyze, and | 18 | | consider: | 19 | | (1) Opportunities and risks associated with using | 20 | | blockchain and distributed ledger
technology; |

| 1 | | (2) Different types of blockchains, both public and | 2 | | private, and different consensus
algorithms; | 3 | | (3) Projects and use cases currently under development | 4 | | in other states and nations, and
how those cases could be | 5 | | applied in Illinois; | 6 | | (4) How current State laws can be modified to support | 7 | | secure, paperless recordkeeping; | 8 | | (5) The State Public Key Infrastructure and digital | 9 | | signatures; and | 10 | | (6) Official reports and recommendations from the | 11 | | Illinois Blockchain Initiative; and be it further | 12 | | RESOLVED, That the Task Force shall present its findings
| 13 | | and recommendations to the General Assembly in a report on or | 14 | | before January 1, 2018."
