SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/21B-48 new

    Amends the Educator Licensure Article of the School Code. Provides that, beginning with the 2019-2020 academic year, every public university in this State that offers an educator preparation program must offer to those students enrolled in the educator preparation program a 3-year degree completion program. Provides that prior to implementation of the program, a public university shall submit to the Board of Higher Education the curriculum and requirements of its program for approval. Provides that upon completion of the program, a student shall receive a bachelor's degree and qualify for entitlement for licensure. Requires the Board of Higher Education, in consultation with the State Educator Preparation and Licensure Board and the State Board of Education, to adopt rules to implement the program. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section
521B-48 as follows:
 
6    (105 ILCS 5/21B-48 new)
7    Sec. 21B-48. Three-year degree completion program.
8    (a) Beginning with the 2019-2020 academic year, every
9public university in this State that offers an educator
10preparation program must offer to those students enrolled in
11the educator preparation program a 3-year degree completion
12program. The program may include, but is not limited to:
13        (1) the award of advanced placement credit;
14        (2) a waiver of degree or credit hour requirements
15    based upon completion of proficiency exams or online
16    programs; or
17        (3) completion of coursework during summer semesters.
18    (b) Prior to implementation of the 3-year program, a public
19university shall submit to the Board of Higher Education the
20curriculum and requirements of its 3-year program for approval.
21    (c) Upon completion of the 3-year program, a student shall
22receive a bachelor's degree and qualify for entitlement for
23licensure, subject to the other requirements of this Article.

1    (d) The Board of Higher Education, in consultation with the
2State Educator Preparation and Licensure Board and the State
3Board of Education, shall adopt rules to implement this
4Section.
 
5    Section 99. Effective date. This Act takes effect upon
6becoming law.
