Amends the School Code. Provides that, in every public school maintaining any of grades kindergarten through 8, there shall be instruction, study, and discussion of effective methods for the prevention and avoidance of traffic injuries related to walking and bicycling. Provides that if a school board provides instruction on safety education under a provision in the Code, the instruction shall include pedestrian and bicycling safety.

| 1 | | AN ACT concerning education.
| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The School Code is amended by changing Section | 5 | | 27-13.2 and 27-17 as follows:
| 6 | | (105 ILCS 5/27-13.2) (from Ch. 122, par. 27-13.2)
| 7 | | Sec. 27-13.2. Required instruction. In every public school | 8 | | there
shall be instruction, study and discussion of effective | 9 | | methods by which
pupils may recognize the danger of and avoid | 10 | | abduction, and in every
public school maintaining any of grades | 11 | | kindergarten through 8 there shall
be, for such grades, | 12 | | instruction, study, and discussion of effective
methods for the | 13 | | prevention and avoidance of drug and substance abuse.
In every | 14 | | public school maintaining any of grades kindergarten through 8, | 15 | | there shall be instruction, study, and discussion of effective | 16 | | methods for the prevention and avoidance of traffic injuries | 17 | | related to walking and bicycling. School boards may
include | 18 | | such required instruction, study and discussion in the courses | 19 | | of
study regularly taught in the public schools of their | 20 | | respective districts;
provided, however, that such instruction | 21 | | shall be given each year to all
pupils in grades kindergarten | 22 | | through 8. The State Superintendent of
Education may prepare | 23 | | and make available to all public and non-public
schools |

| 1 | | instructional materials which may be used by such schools
as | 2 | | guidelines for development of a program of instruction
under | 3 | | this Section; provided, however, that each school board shall
| 4 | | itself determine the minimum amount of instruction time which | 5 | | shall qualify
as a program of instruction
which will
satisfy | 6 | | the requirements of this Section.
| 7 | | The State Superintendent of Education, in cooperation with | 8 | | the
Department of Children and Family Services, shall prepare | 9 | | and disseminate
to all public schools and non-public schools, | 10 | | information on instructional
materials and programs about | 11 | | child sexual abuse which may be used by such
schools for their | 12 | | own or community programs. Such information may also be
| 13 | | disseminated by such schools to parents.
| 14 | | Notwithstanding the foregoing provisions of this Section, | 15 | | no pupil in
any of grades kindergarten through 8 shall be | 16 | | required to take or
participate in any class or course | 17 | | providing instruction in recognizing and
avoiding sexual abuse | 18 | | if the parent or guardian of the pupil submits
written | 19 | | objection thereto; and refusal to take or participate in such | 20 | | class
or course after such written objection is made shall not | 21 | | be reason for
failing, suspending or expelling such pupil. Each | 22 | | school board intending
to offer any such class or course to | 23 | | pupils in any of grades kindergarten
through 8 shall give not | 24 | | less than 5 days written notice to the parents or
guardians of | 25 | | such pupils before commencing the class or course.

| 2 | | Sec. 27-17. Safety education. School boards of public | 3 | | schools and all boards in charge of
educational institutions | 4 | | supported wholly or partially by the State may
provide | 5 | | instruction in safety education in all grades and include such
| 6 | | instruction in the courses of study regularly taught therein.
| 7 | | In this section "safety education" means and includes | 8 | | instruction in
the following:
| 9 | | 1. automobile , pedestrian, and bicycling safety, | 10 | | including traffic regulations, highway
safety, and the | 11 | | consequences of alcohol consumption and the operation of a | 12 | | motor vehicle;
| 13 | | 2. safety in the home;
| 14 | | 3. safety in connection with recreational activities;
| 15 | | 4. safety in and around school buildings;
| 16 | | 5. safety in connection with vocational work or | 17 | | training;
| 18 | | 6. cardio-pulmonary resuscitation for students | 19 | | enrolled in grades 9 through 11; and
| 20 | | 7. for students enrolled in grades 6 through 8, | 21 | | cardio-pulmonary resuscitation and how to use an automated | 22 | | external defibrillator by watching a training video on | 23 | | those subjects. | 24 | | Such boards may make suitable provisions in the schools and
| 25 | | institutions under their jurisdiction for instruction in |

| 1 | | safety
education for not less than 16 hours during each school | 2 | | year.
| 3 | | The curriculum in all educator preparation programs | 4 | | approved by the State Educator Preparation and Licensure Board | 5 | | shall contain instruction in safety education for teachers that | 6 | | is appropriate to the grade level of the educator license. This | 7 | | instruction may be by specific courses in safety education or | 8 | | may be incorporated in existing subjects taught in the educator | 9 | | preparation program.
