1     AN ACT concerning civil law.

2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:

4     Section 5. The Code of Civil Procedure is amended by adding
5 Section 13-202.4 as follows:

6     (735 ILCS 5/13-202.4 new)
7     Sec. 13-202.4. Victim of trafficking.
8     A victim of trafficking may bring a civil action against a
9 person who pleads guilty to or is convicted of a violation of
10 Section 10-9 of the Criminal Code of 2012 to recover actual
11 damages sustained by the victim, court costs, including
12 reasonable attorney's fees, and punitive damages determined by
13 the court. An action commenced under this Section shall be
14 filed within 10 years after the latest of the following events:
15         (1) the final order in the related case;
16         (2) the victim's emancipation from the defendant; or
17         (3) the victim's 18th birthday.
