| 2 | | AMENDMENT NO. ___. Amend Senate Joint Resolution 53 by | 3 | | replacing everything with the following: | 4 | | "WHEREAS, The unintended or uncontrolled breeding of cats | 5 | | leads to the births of
thousands of kittens annually, many of | 6 | | whom become feral cats, often referred to
as "community cats"; | 7 | | and
| 8 | | WHEREAS, There is a need to preserve wildlife, improve cat | 9 | | welfare, maintain
property rights, and enhance public health by | 10 | | humanely managing and limiting the
growth of the number of | 11 | | feral cats in Illinois; and
| 12 | | WHEREAS, Feral cats are often impounded and killed, at | 13 | | great expense to the
community; and | 14 | |

and limit the growth of the number of feral or community | 2 | | cats; and | 3 | | WHEREAS, Management of feral cats is also affected by local | 4 | | government
ordinances; and
| 5 | | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
| 6 | | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
REPRESENTATIVES | 7 | | CONCURRING HEREIN, that a Feral Cat Task Force be
appointed to | 8 | | examine the Animal Control Act, the Humane Care for Animals | 9 | | Act,
and the Animal Welfare Act and any other relevant | 10 | | statutory provisions, other
trap, neuter, and return programs | 11 | | in other states and trap and adopt programs and
make | 12 | | comprehensive written recommendations for change that would | 13 | | result in the
effective management of feral and community cats, | 14 | | preserve wildlife, improve cat
welfare, maintain property | 15 | | rights, and enhance public health; and be it further | 16 | | RESOLVED, That the Task Force shall consist of the | 17 | | following members: | 18 | | (1) the President of the Senate, or his designee; | 19 | | (2) the Speaker of the House or his designee; | 20 | | (3) the Minority Leader of the Senate or her designee; | 21 | | (4) the Minority Leader of the House of Representatives or | 22 | | his designee | 23 | | (5) a representative appointed by the Department of |

| 1 | | Agriculture; | 2 | | (6) a representative appointed by the Department of Natural | 3 | | Resources; | 4 | | (7) a representative appointed by the Illinois State | 5 | | Veterinary Medical
Association; | 6 | | (8) a representative appointed by the Illinois | 7 | | Environmental Council; | 8 | | (9) a representative who is a county animal control | 9 | | administrator from a county
of over 4 million residents; | 10 | | (10) a representative who is on the Board of the Alliance | 11 | | for
Contraception in Cats & Dogs (ACCD) appointed by the | 12 | | University of
Illinois School of Veterinary Medicine; | 13 | | (11) a representative appointed by Best Friends Animal | 14 | | Society; | 15 | | (12) a representative appointed by the Illinois Farm | 16 | | Bureau; | 17 | | (13) a representative appointed by the Illinois Humane | 18 | | Society; | 19 | | (14) a representative appointed by the Illinois Chapter of | 20 | | the Sierra Club; | 21 | | (15) a representative appointed by the Illinois Audubon | 22 | | Society; | 23 | | (16) a representative appointed by the Illinois Wildlife | 24 | | Society who is a certified wildlife biologist; | 25 | | (17) a representative appointed by the County Animal | 26 | | Controls of Illinois
who is currently employed as an Animal |

| 1 | | Control Administrator or an
Animal Control Warden in a | 2 | | county with a population of less than 2 million;
and | 3 | | (18) a representative from Tree House Humane Society; and | 4 | | be it further | 5 | | RESOLVED, That the Task Force members shall select a | 6 | | Chairperson from among
themselves; and be it further | 7 | | RESOLVED, That appointments to the Task Force must be made | 8 | | by July 1, 2016;
and be it further | 9 | | RESOLVED, That the Task Force shall hold at least 3 | 10 | | hearings, which shall be
held in geographically separate | 11 | | regions of the State; and be it further
| 12 | | RESOLVED, That the Task Force members shall receive no | 13 | | compensation, and
shall conclude all business by January 1, | 14 | | 2017; and be it further | 15 | | RESOLVED, That suitable copies of this resolution be | 16 | | delivered to the President
of the Senate, the Speaker of the | 17 | | House, the Minority Leader of the Senate, and the
Minority | 18 | | Leader of the House of Representatives."
