SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Sand Mine and Transportation Study Act. Provides that the Department of Transportation shall conduct a sand mine and transportation study on the effects of sand mine operations in LaSalle county and its bordering counties, and produce a report on its findings. Allows the Department to consult with other agencies to carry out its purposes. Requires the Department to submit its report by January 1, 2016. Contains a repealer provision. Effective immediately.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Sand
5Mine and Transportation Study Act.
 
6    Section 5. Sand Mine and Transportation Study.
7    (a) The Department of Transportation shall conduct a sand
8mine and transportation study on the effects of sand mine
9operations in LaSalle county and its bordering counties, and
10produce a report on its findings. The report shall include:
11        (1) impacts of road usage and traffic pattern
12    disruptions by sand mine trucking companies;
13        (2) potential road improvement plans to alleviate the
14    additional highway traffic caused by sand mine operations;
15        (3) potential for adding new railway terminals and sand
16    pipelines to alleviate the highway traffic caused by sand
17    mine operations;
18        (4) estimates of current and future tourism trends for
19    the State parks and tourism areas in LaSalle county and the
20    effects of sand mine operations on visitors to those parks
21    and tourism areas; and
22        (5) recommendations to the General Assembly as to
23    whether further legislation or rulemaking is needed to

1    regulate sand mining in this State.
2    (b) The Department may consult with any agency it deems
3necessary to carry out the study.
4    (c) The Department shall submit its report and
5recommendations to the General Assembly on or before January 1,
62016.
 
7    Section 10. Expiration. This Act is repealed on January 1,
82017.
 
9    Section 99. Effective date. This Act takes effect upon
10becoming law.
