AMENDMENT TO SENATE BILL 276

AMENDMENT NO. ______. Amend Senate Bill 276 by replacing everything after the enacting clause with the following:

"Section 5. The Illinois Procurement Code is amended by adding Section 15-50 as follows:

(30 ILCS 500/15-50 new)

Sec. 15-50. Pre-bid conferences. A State agency which holds a pre-bid conference before letting a contract for services shall hold the pre-bid conference at a location in the area where the services are to be rendered, or, if it is not feasible to hold the pre-bid conference at such a location, then the State agency must allow the use of technology to enable potential bidders to access and participate in the pre-bid conference without being physically present. A State agency holding a pre-bid conference must provide notice of the pre-bid conference to businesses listed in the Department of Transportation's Disadvantaged Business Enterprise Directory, the Department of Central Management Services' Business Enterprise Program, and the Chief Procurement Office's Small Business Vendors Directory at least 30 days prior to the date of the pre-bid conference. Nothing in this Section shall preclude a State agency from implementing its own pre-qualification, certification, disclosure, and registration requirements necessary to conduct and manage its program operation.".
