SYNOPSIS AS INTRODUCED:
 
110 ILCS 947/180 new

    Amends the Higher Education Student Assistance Act. Creates the College Affordability Board to research and recommend to the General Assembly innovative tuition and financial aid policies to keep postsecondary education affordable for Illinois students. Sets forth provisions concerning the members of the Board, meetings of the Board, support from the Illinois Student Assistance Commission, and an annual report to the General Assembly.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Higher Education Student Assistance Act is
5amended by adding Section 180 as follows:
 
6    (110 ILCS 947/180 new)
7    Sec. 180. College Affordability Board.
8    (a) There is created the College Affordability Board to
9research and recommend to the General Assembly innovative
10tuition and financial aid policies to keep postsecondary
11education affordable for Illinois students.
12    The Board shall consist of all of the following members:
13        (1) The State Treasurer or his or her designee.
14        (2) The Executive Director of the Commission or his or
15    her designee.
16        (3) The Chairperson of the Board of Higher Education or
17    his or her designee.
18        (4) The Executive Director of the Illinois Community
19    College Board or his or her designee.
20        (5) A representative of a statewide organization
21    representing public universities, appointed by the
22    Executive Director of the Commission.
23        (6) A representative of a statewide organization

1    representing private universities, appointed by the
2    Executive Director of the Commission.
3        (7) A representative of a statewide organization
4    representing university professionals, appointed by the
5    Executive Director of the Commission.
6        (8) At least 3 financial aid professionals, with at
7    least one from a public university, one from a private
8    university, and one from a public community college,
9    appointed by the Executive Director of the Commission.
10        (9) At least 3 students, with at least one from a
11    public university, one from a private university, and one
12    from a public community college, appointed by the Executive
13    Director of the Commission.
14    Members of the Board shall serve without compensation.
15    (b) The Board shall meet initially at the call of the
16Executive Director of the Commission, shall select one member
17as chairperson at its initial meeting, and shall thereafter
18meet at the call of the chairperson.
19    (c) The Commission shall provide administrative and other
20support to the Board.
21    (d) The Board shall annually report its findings and
22recommendations to the General Assembly by filing copies of its
23report as provided in Section 3.1 of the General Assembly
24Organization Act.
