1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section
52-3.160 as follows:
 
6    (105 ILCS 5/2-3.160 new)
7    Sec. 2-3.160. Student discipline report; school discipline
8improvement plan.
9    (a) On or before October 31, 2015 and on or before October
1031 of each subsequent year, the State Board of Education,
11through the State Superintendent of Education, shall prepare a
12report on student discipline in all school districts in this
13State. This report must be posted on the Internet website of
14the State Board of Education. The report shall include both of
15the following:
16        (1) Data on the issuance of out-of-school suspensions,
17    expulsions, and removals to alternative settings,
18    disaggregated by race and ethnicity, gender, age, grade
19    level, limited English proficiency, incident type, and
20    discipline duration.
21        (2) Data on the use of arrests or criminal citations,
22    disaggregated by race and ethnicity, gender, and age.
23    (b) The State Board of Education shall analyze the data

1under subsection (a) of this Section on an annual basis and
2determine the top quartile of school districts for the
3following metric: total number of instructional days on which
4students were excluded, divided by the total student
5population. The State Board of Education shall determine the
6top quartile of school districts for racial disproportionality
7in this metric. The State Board of Education shall require each
8of the school districts identified in this quartile to submit a
9school discipline improvement plan identifying the strategies
10the school district will implement to reduce the use of harsh
11disciplinary practices. This plan must be approved at a public
12school board meeting and posted on the school district's
13Internet website. Within one year after being identified, the
14school district shall post a progress report describing the
15implementation of the school discipline improvement plan and
16the results achieved on the school district's Internet website.
 
17    Section 99. Effective date. This Act takes effect July 1,
182014.
