AMENDMENT TO SENATE BILL 124

2    AMENDMENT NO. ______. Amend Senate Bill 124 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Public Community College Act is amended by
5adding Section 2-26 as follows:
 
6    (110 ILCS 805/2-26 new)
7    Sec. 2-26. Made in America Building Grants.
8    (a) In this Section:
9    "Construction material" means an article, material, or
10supply brought to a construction site for incorporation into a
11building or work, including without limitation an item brought
12to the site pre-assembled from articles, materials, or
13supplies.
14    "Construction materials manufactured in the United States"
15means (i) an unmanufactured construction material mined or
16produced in the United States or (ii) a construction material

1manufactured in the United States if the cost of its components
2mined, produced, or manufactured in the United States exceeds
350% of the cost of all of its components.
4    (b) Subject to appropriation, the State Board may issue
5Made in America Building Grants to community college districts
6to offset any additional costs incurred by a district as a
7result of using materials and products manufactured in the
8United States to construct at least 90% of a community college
9building.
10    (c) A community college district may qualify for a Made in
11America Building Grant if all of the following conditions are
12met:
13        (1) At least 90% of the community college building was
14    constructed with construction materials manufactured in
15    the United States. The community college district must show
16    that the construction materials were construction
17    materials manufactured in the United States and were used
18    in the building.
19        (2) The building was built within 2 years prior to
20    application for the grant.
21        (3) Bid documents for the project show the cost for
22    construction materials manufactured in the United States
23    that were used in the construction and also show the cost
24    for those same construction materials not manufactured in
25    the United States.
26        (4) The total cost of using construction materials

1    manufactured in the United States increased the cost of
2    construction by more than 7%.
3    (d) Annually, the State Board shall review and award Made
4in America Building Grants during an open meeting of the State
5Board. In determining which community college districts are to
6receive grants, the State Board shall weigh the percentage of
7construction materials manufactured in the United States used
8in the construction, the difference in cost between using
9construction materials manufactured in the United States
10versus construction materials manufactured outside of the
11United States, and the cost of the project. No grant may exceed
1250% of the total difference in cost between using construction
13materials manufactured in the United States versus
14construction materials manufactured outside of the United
15States. A grant may be awarded only upon majority vote of those
16appointed to the State Board.
17    (e) The State Board shall adopt rules for the
18implementation of this Section.
 
19    Section 99. Effective date. This Act takes effect July 1,
202015.".
