AMENDMENT TO HOUSE BILL 4486

2    AMENDMENT NO. ______. Amend House Bill 4486 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Grant Funds Recovery Act is
5amended by adding Section 11.5 as follows:
 
6    (30 ILCS 705/11.5 new)
7    Sec. 11.5. Contract performance metrics.
8    (a) Consistent with the objectives of budgeting for
9outcomes, as soon as practicable after the effective date of
10this amendatory Act of the 98th General Assembly, each grantor
11agency, in coordination with the Governor's Office of
12Management and Budget, shall undertake a review of its
13contracts and grants to assess which contracts and grants, and
14categories thereof, are appropriate candidates for the
15implementation of a performance-based contract evaluation
16model.

1    (b) Each grantor agency shall refine current performance
2metrics and develop new metrics for programs, including
3contracts and grants that fall within the categories determined
4to be appropriate by the Governor's Office of Management and
5Budget and the grantor agency under subsection (a) of this
6Section. Performance metrics may be based on required program
7components and a methodology that incorporates the reasonable
8costs of the required program components.
9    (c) Beginning in State Fiscal Year 2016, each grantor
10agency shall ensure that service contracts and agreements, as
11deemed appropriate under subsection (a) of this Section,
12include performance reporting requirements.
13    (d) Each grantor agency shall enhance its processes to
14monitor and address noncompliance with reporting requirements
15and with program performance standards. Where applicable, the
16process may include a corrective action plan. The monitoring
17process shall include a plan for tracking and documenting
18performance-based contracting decisions.
19    (e) Notwithstanding any other provision of this Act, the
20provisions of this Section apply to all contracts and grants
21subject to this Act.
22    (f) Nothing in this Section is applicable to grants
23authorized under the General Obligation Bond Act or the Build
24Illinois Bond Act.
 
25    Section 99. Effective date. This Act takes effect July 1,
