1 AMENDMENT TO HOUSE BILL 3251
2     AMENDMENT NO. ______. Amend House Bill 3251 by replacing
3 everything after the enacting clause with the following:

4     "Section 5. The General Assembly Organization Act is
5 amended by adding Section 20 as follows:

6     (25 ILCS 5/20 new)
7     Sec. 20. On and after the effective date of this amendatory
8 Act of the 98th General Assembly, the General Assembly shall
9 not enact any law creating any new unit of local government,
10 including, but not limited to, the division of existing units
11 of local government. This Section shall not apply to the
12 creation of a new unit of local government from the
13 consolidation of 2 or more pre-existing units of local
14 government.".
