2    AMENDMENT NO. ______. Amend House Bill 3251 as follows:


 
3on page 3, line 14, by inserting "where the
county board 
4chairman or county executive directly appoints
a majority of 
5the governing board or appoints a majority of
its governing 
6board with the advice and consent of the
county board"
