AMENDMENT TO HOUSE BILL 2997

AMENDMENT NO. ______. Amend House Bill 2997 by replacing everything after the enacting clause with the following:

"Section 5. The Illinois Public Aid Code is amended by adding Section 12-4.45 as follows:

(305 ILCS 5/12-4.45 new)

Sec. 12-4.45. Department of Human Services forensic audit; TANF; SNAP. No later than January 1, 2014, the Inspector General of the Department of Healthcare and Family Services shall conduct a forensic audit of the Temporary Assistance for Needy Families program, the Supplemental Nutrition Assistance Program (formerly the Food Stamp Program), and any medical programs administered by the Department, the Department of Human Services, or any other State agency, including the medical assistance program under Article V of this Code, the Children's Health Insurance Program under the Children's Health Insurance Program Act, and the Covering ALL KIDS Health Insurance program under the Covering ALL KIDS Health Insurance Act. The Inspector General of the Department of Healthcare and Family Services may, but need not, contract with an independent certified public accountant to perform all or part of the forensic audit.

The forensic audit shall include, but not be limited to, a review of the application and enrollment process and the payment of benefits to individuals. The audit shall focus on any fraud or inefficiencies which may be eliminated to contain costs and improve the delivery of benefits to eligible individuals.

The results of the audit shall be forwarded to the Director of the Department of Healthcare and Family Services and to the Secretary of the Department of Human Services. The Director and the Secretary shall report the findings of the audit to the General Assembly along with recommendations to address any findings contained in the audit.

Section 99. Effective date. This Act takes effect upon becoming law.".
