Honorable Members of the Illinois Senate,

General Assembly:
In accordance with Article IV, Section 9(e) of the Illinois
Constitution of 1970, I hereby return Senate Bill 2083 with a specific
recommendation for change.
As Governor, I am committed to the timely, effective, and
efficient delivery of government services to Illinois’ businesses. This bill
eliminates the fee for the expedited processing of LLC annual reports with the
Secretary of State’s Department of Business Services. The intent of the bill
was to eliminate the fee for expedited processing solely for LLCs that file
their annual reports online, as such reports can be processed more efficiently
than reports filed in person. However, this bill will also eliminate the fee
for requests filed in person, which was not the intent of the bill.
Therefore, pursuant to Article IV, Section 9(e) of the
Illinois Constitution of 1970, I hereby return Senate Bill 2083, entitled “AN
ACT concerning business.”, with the following specific recommendations for
change:
on page 2, by replacing lines 24 through 26 with the
following:
“All other filings, copies of documents, annual reports,
and copies of documents of dissolved or revoked limited liability companies,
$50; except that no expedited services fee shall be charged for annual
reports filed on-line.”.
With this change, Senate Bill 2083 will have my approval. I
