SYNOPSIS AS INTRODUCED:
 
50 ILCS 705/10.11

    Amends the Illinois Police Training Act. In a Section concerning death and homicide investigation, provides that the Illinois Law Enforcement Training and Standards Board shall conduct or approve a training program for the training of coroners. Provides that only coroners who successfully complete the program may be assigned as a lead investigator in coroner's investigations of a death or homicide, and the completion of the program must be evidenced by a certificate. Further provides that the Illinois Law Enforcement Training and Standards Board shall develop a process for waiver applications sent by a local law enforcement agency administrator (now, an agency administrator) or from a coroner's office for certain officers or coroners that qualify for a waiver. Provides that provisions concerning training in death and homicide investigations do not affect or impede the powers of the office of the coroner to investigate all deaths.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Police Training Act is amended by
5changing Section 10.11 as follows:
 
6    (50 ILCS 705/10.11)
7    Sec. 10.11. Training; death and homicide investigation.
8The Illinois Law Enforcement Training and Standards Board shall
9conduct or approve a training program in death and homicide
10investigation for the training of law enforcement officers of
11local government agencies and coroners. Only law enforcement
12officers and coroners who successfully complete the training
13program may be assigned as lead investigators in death and
14homicide investigations and coroner's investigations,
15respectively. Satisfactory completion of the training program
16shall be evidenced by a certificate issued to the law
17enforcement officer or coroner by the Illinois Law Enforcement
18Training and Standards Board.
19    The Illinois Law Enforcement Training and Standards Board
20shall develop a process for waiver applications sent by a local
21law enforcement the agency administrator or from a coroner's
22office for those officers or coroners whose prior training and
23experience as homicide investigators may qualify them for a

1waiver. The Board may issue a waiver at its discretion, based
2solely on the prior training and experience of an officer or a
3coroner as a homicide investigator. This Section does not
4affect or impede the powers of the office of the coroner to
5investigate all deaths as provided in Division 3-3 of the
6Counties Code.
