AMENDMENT TO HOUSE BILL 4046

AMENDMENT NO. ______. Amend House Bill 4046 by replacing everything after the enacting clause with the following:

"Section 5. The State Finance Act is amended by changing Section 6z-88 as follows:

(30 ILCS 105/6z-88)

Sec. 6z-88. After-School Rescue Fund; creation. The After-School Rescue Fund is created as a special fund in the State treasury. Moneys in the Fund shall be used by the Illinois State Board of Education to provide additional funding for after-school programs and shall be distributed in the following manner:

(1) two percent to support funding of monitoring, administration, and technical assistance for after-school providers;

(2) four percent for grants to qualified, statewide, non-profit agencies to provide capacity building, system development, training, and professional development services; and

(3) the remaining funds shall be used by the Illinois State Board of Education for the making of grants to at-risk schools for the promotion of extracurricular and after-school programs.

Providers of capacity building services must (i) be knowledgeable about evidence-based best practices in out-of-school time; (ii) assess the needs of funded agencies, including, but not limited to, organizational management; (iii) provide evidence of cultural competence; and (iv) use mechanisms for review of services by relevant stakeholders. Need must be determined by both the targeted population being served by the programs, as well as the capacity levels of the grantee organizations.
