SYNOPSIS AS INTRODUCED:
 
15 ILCS 405/10.01  from Ch. 15, par. 210.01

    Amends the State Comptroller Act. Provides that the Comptroller shall not draw a warrant on the treasury for an amount that is less than $5, unless the person owed the funds makes a request, in writing, to the Office of the State Comptroller that the Comptroller draw the warrant. Provides that the Comptroller shall adopt rules to implement the requirement. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Comptroller Act is amended by changing
5Section 10.01 as follows:
 
6    (15 ILCS 405/10.01)  (from Ch. 15, par. 210.01)
7    Sec. 10.01.
8    (a) On ascertaining the amount due any person from the
9treasury or from other funds held by the treasurer, the
10comptroller shall draw his or her warrant on the treasury or on
11such other funds as may be appropriate for the sum due.
12Warrants shall be directed to the State Treasurer as an order
13to him or her to pay the sum due.
14    (b) Notwithstanding any provision of law to the contrary,
15the Comptroller shall not draw a warrant on the treasury for an
16amount that is less than $5, unless the person owed the money
17makes a request, in writing, to the Office of the State
18Comptroller that the Comptroller draw the warrant. Until the
19amount of the warrant equals $5, the Comptroller shall deposit
20the money into an interest-bearing account. The Comptroller
21shall adopt rules to implement the requirements of this
22subsection (b).

1    Section 99. Effective date. This Act takes effect upon
2becoming law.
