AMENDMENT TO SENATE BILL 3976




2    AMENDMENT NO. ______. Amend Senate Bill 3976, in Article 5, 
3by inserting Section 5-25 in its proper numeric sequence as 
4follows: 


 
5    "Section 5-25. Incumbents.  Legislative and Representative 
6Districts and the overall redistricting plan shall not be drawn
