AMENDMENT TO SENATE BILL 270

2     AMENDMENT NO. ______. Amend Senate Bill 270 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Department of Public Health Powers and
5 Duties Law of the Civil Administrative Code of Illinois is
6 amended by adding Section 2310-645 as follows:
 
7     (20 ILCS 2310/2310-645 new)
8     Sec. 2310-645. Colorectal Cancer Screening and Treatment
9 Pilot Program.
10     (a) The General Assembly finds that colorectal cancer is
11 the third most commonly diagnosed cancer among Illinoisans, and
12 nearly 3,000 deaths from colorectal cancer are expected to
13 occur in Illinois in a given year. Screening is necessary in
14 order to detect colorectal cancer in its early stages.
15 Screening reduces mortality both by decreasing the incidence
16 and by detecting a higher proportion of cancers at early, more

1 treatable stages.
2     (b) The Department of Public Health shall establish and
3 implement the Colorectal Cancer Screening and Treatment Pilot
4 Program in areas of the State that have the highest incidences
5 of mortality related to colon cancer. Subject to appropriation,
6 the Department of Public Health may make grants to eligible
7 entities for the purpose of carrying out the Program. An
8 eligible entity that is a recipient of a grant may use the
9 grant to carry out such programs directly or through grants to,
10 or contracts with, public, private, and not-for-profit
11 entities. The Department of Public Health may give preference
12 to entities that serve underserved populations. The Program
13 shall run no less than 3 years from the effective date of this
14 amendatory Act of the 96th General Assembly, and an evaluation
15 of the Program must be carried out measuring health outcomes
16 and the cost of care for those served by the Program compared
17 to similarly situated patients who are not served by the
18 Program. A report must be submitted by the Department of Public
19 Health to the Governor and the General Assembly every year of
20 program implementation. The report shall include, but not be
21 limited to, (1) an assessment of implementation, (2) an
22 analysis of program costs and savings to the State, and (3) a
23 description of program outcomes.
24     The Program shall provide funding for colorectal cancer
25 examinations and laboratory tests specified in current
26 American Cancer Society (ACS) guidelines for colorectal cancer

1 screening of asymptomatic individuals. Screening and treatment
2 shall be provided for colorectal screening examinations and
3 tests that are administered at a frequency identified in the
4 current ACS guidelines for colorectal cancer.
5     (c) The Colorectal Cancer Screening and Treatment Pilot
6 Program shall provide colorectal cancer screening and
7 treatment services for individuals who:
8         (1) are at least 50 years of age or are less than 50
9     years of age and at high risk of colorectal cancer; and
10         (2) do not have creditable coverage, as defined under
11     the Illinois Health Insurance Portability and
12     Accountability Act, or have otherwise exhausted any
13     insurance benefits they may have had.
14     (d) Persons who have been screened for colorectal cancer
15 under the Colorectal Cancer Pilot Program may receive medical
16 assistance identical to benefits provided under the State's
17 approved plan under Title XIX of the Social Security Act.
18 Medical assistance may be available immediately for the
19 duration of the treatment for such cancer.
20     (e) In addition to providing clinical services, the
21 Colorectal Cancer Screening and Treatment Pilot Program shall
22 develop and disseminate public information about the
23 importance of screening, engage in outreach efforts to serve as
24 many eligible individuals as possible, and monitor and evaluate
25 all of the sites where the Program is located.".
