AMENDMENT TO HOUSE BILL 2950

AMENDMENT NO. ______. Amend House Bill 2950 by replacing everything after the enacting clause with the following:

"Section 5. The State Finance Act is amended by adding Sections 5.719 and 6z-76 as follows:

Sec. 5.719. The Habitat for Humanity Fund.

Sec. 6z-76. The Habitat for Humanity Fund; creation. The Habitat for Humanity Fund is created as a special fund in the State treasury. Moneys in the Fund shall be appropriated to the Department of Human Services for the purpose of making grants to Habitat for Humanity of Illinois, Inc., for the purpose of supporting Habitat for Humanity projects in Illinois.

Section 10. The Illinois Income Tax Act is amended by adding Section 507SS as follows:

Sec. 507SS. Habitat for Humanity fund checkoff. Beginning with taxable years ending on December 31, 2009, the Department shall print on its standard individual income tax form a provision indicating that if the taxpayer wishes to contribute to the Habitat for Humanity Fund as authorized by this amendatory Act of the 96th General Assembly, he or she may do so by stating the amount of the contribution (not less than $1) on the return and that the contribution will reduce the taxpayer's refund or increase the amount of the payment to accompany the return. Failure to remit any amount of increased payment shall reduce the contribution accordingly. This Section shall not apply to an amended return.

Section 99. Effective date. This Act takes effect upon becoming law.".
