SYNOPSIS AS INTRODUCED:

    Amends the Eliminate the Digital Divide Law. Provides that the Department of Commerce and Community Affairs shall administer the Computer Investment Program under which the Department shall assist low-income families in 5 digital divide impacted communities in the State in purchasing computers. Provides that under the Program, the Department shall give an applicant that is approved for a loan with a financial institution participating in the Program a $225 subsidy to be applied towards the purchase of a computer. Establishes the criteria for eligibility under the Program. Amends the State Finance Act. Creates the Computer Investment Program Fund.

1     AN ACT concerning finance.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 5.640 as follows:
 
6     (30 ILCS 105/5.640 new)
7     Sec. 5.640. The Computer Investment Program Fund.
 
8     Section 10. The Eliminate the Digital Divide Law is amended
9 by adding Sections 5-50 and 5-55 as follows:
 
10     (30 ILCS 780/5-50 new)
11     Sec. 5-50. Computer Investment Program.
12     (a) Subject to appropriation, the Department shall
13 administer the Computer Investment Program under which the
14 Department shall assist low-income families in 5 digital divide
15 impacted communities in the State in purchasing computers.
16     (b) An applicant shall apply for a loan with a financial
17 institution participating in the Program in his or her
18 community. The financial institution that extends the loan
19 shall finance the loan at reduced interest rates and waive the
20 credit history requirement from its consideration of the loan
21 application. The loan shall be payable in 36 equal monthly
22 payments for a new computer and 24 equal monthly payments for a
23 used or reconditioned computer.
24     (c) The Department shall give an applicant that is approved
25 for a loan with a financial institution participating in the
26 Program a $225 subsidy to be applied towards the purchase of a
27 computer.
28     (d) If the applicant is approved for a loan as provided
29 under subsection (b) of this Section, he or she may borrow up
30 to $684 for a new computer or $240 for a used or reconditioned

1 computer, which shall include all fees, interest, taxes, a
2 one-year warranty, 90 days of bilingual technical support, and
3 free Internet access. Computers shall be purchased from
4 participating retailers approved by the Department. To be
5 eligible to apply for a loan with a financial institution
6 participating in the Program, an applicant must have a child
7 that:
8         (1) is enrolled in a public school in the State;
9         (2) receives free or reduced school lunch under the
10     national school lunch program;
11         (3) has a passing grade point average or agrees to
12     bring up his or her grade point average to a passing level;
13         (4) has a good attendance record;
14         (5) has resided in the State for a minimum of 6 months;
15     and
16         (6) completes a basic computer course at one of the
17     computer-training centers designated by the Department.
18     (e) The Department shall adopt rules to implement and
19 administer the Program.

21     Sec. 5-55. Computer Investment Program Fund. The Computer
22 Investment Program Fund is created as a special fund in the
23 State treasury. All moneys in the Fund shall be used, subject
24 to appropriation by the General Assembly, by the Department for
25 grants made under Section 5-50 of this Act.
