SYNOPSIS AS INTRODUCED:
 
20 ILCS 605/605-513 new

    Amends the Department of Commerce and Economic Opportunity Law. Provides that the Department shall create and maintain, subject to appropriation, a program for funding the website development of small businesses. Provides that the Department shall promulgate rules for the administration of the program and sets forth certain provisions of the program. Effective January 1, 2006.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Commerce and Economic
5 Opportunity Law of the Civil Administrative Code of Illinois is
6 amended by adding Section 605-513 as follows:
 
7     (20 ILCS 605/605-513 new)
8     Sec. 605-513. Small business website development. The
9 Department shall create and maintain, subject to
10 appropriation, a program for funding the website development of
11 small businesses. The Department shall promulgate rules for the
12 administration of the program including, but not limited to,
13 minimum project standards and minimum qualifications of
14 website developers. Minimum project standards shall be
15 objective criteria created by the Department that evaluate the
16 small business website development's ability to (i) modernize
17 operations to remain competitive in the global market, (ii)
18 increase market share, (iii) create new jobs, (iv) streamline
19 existing operations, and (v) stimulate owner reinvestment in
20 the business. For purposes of this Section, "small business"
21 has the same meaning as provided in 5 ILCS 100/1-75.
 
22     Section 99. Effective date. This Act takes effect January
23 1, 2006.
