 1        AN ACT in relation to public aid.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4          Section  5.  The Illinois Public Aid Code is amended by
 5    adding Section 4-23 as follows:

 6        (305 ILCS 5/4-23 new)
 7        Sec. 4-23.  Civil rights impact statement. The Department
 8    of Human Services must submit to the Governor and the General
 9    Assembly annually on January 1 a written report that  details
10    the  disparate  impact  of  various  provisions  of  the TANF
11    program on Whites, Blacks/African Americans, and Latinos. The
12    report must at least compare the number of  persons  in  each
13    group:
14             (1)  who are receiving TANF assistance;
15             (2)  whose  60-month  lifetime  limit  on  receiving
16        assistance has expired;
17             (3)  who have left TANF due to earned income;
18             (4)  who  have  left TANF due to non-compliance with
19        program rules;
20             (5)  whose  TANF  grants  have   been   reduced   by
21        sanctions for non-compliance with program rules;
22             (6)  who  have  returned  to  TANF  6  months  after
23        leaving due to earned income;
24             (7)  who  have  returned  to  TANF  12  months after
25        leaving due to earned income;
26             (8)  who have one or  more  children  excluded  from
27        receiving TANF cash assistance due to the child exclusion
28        rule;
29             (9)  who  have  been  granted an exemption from work
30        requirements; and
31             (10)  who  are   participating   in   post-secondary

 2        Section  99.  Effective  date. This Act takes effect upon
 3    becoming law.
