While I appreciate the sponors' well-intended efforts to assist the Village of Ford Heights in securing additional revenue sources, Senate Bill 1006 could allow a company that has been dumping construction debris without a permit to escape penalty for flouting state laws.

 

The Environmental Protection Act is intended to protect the environment, public health and public coffers from liability for costly clean-ups.  Exempting such landfills from the requirement to comply with environmental laws could allow similar unregulated construction debris disposal sites to emerge in communities within enterprise zones throughout the state.

 

                Pursuant to Article IV, Section 9(b) of the Illinois Constitution of 1970, I hereby veto and return Senate Bill 1006, entitled “AN ACT in relation to environmental safety.”
