 1        AN ACT concerning schools.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The School Code is amended by adding Section
 5    2-3.131 as follows:

 6        (105 ILCS 5/2-3.131 new)
 7        Sec. 2-3.131. Student safety; transfers for unsafe school
 8    choice purposes.  The State Board of  Education  shall  adopt
 9    and  implement  a  policy  regarding moving students within a
10    school district  from  a  persistently  dangerous  school  to
11    another  public school in that district that is not deemed to
12    be persistently dangerous, according to criteria  established
13    in  rules  by the State Board of Education.  The policy shall
14    apply to all school  districts  and  public  schools  in  the
15    State,   including   special  charter  districts,  laboratory
16    schools  operated  by  the  governing  board  of   a   public
17    university,  and  alternative  schools  operated  by regional
18    superintendents of schools, but excludes  the  Department  of
19    Corrections school district.

20        Section  90.  The State Mandates Act is amended by adding
21    Section 8.27 as follows:

22        (30 ILCS 805/8.27 new)
23        Sec. 8.27. Exempt mandate.   Notwithstanding  Sections  6
24    and  8 of this Act, no reimbursement by the State is required
25    for  the  implementation  of  any  mandate  created  by  this
26    amendatory Act of the 93rd General Assembly.

27        Section 99. Effective date.  This Act takes  effect  upon
28    becoming law.
