 1                  AMENDMENT TO HOUSE RESOLUTION 12

 2        AMENDMENT  NO.      .   Amend  House  Resolution  12   as
 3    follows:

 4    on  page  26,  immediately  below  line  27, by inserting the
 5    following:
 6        "(h-1)  During the first year of a General Assembly, each
 7    member has the right to designate one bill or resolution  for
 8    which that member is the Principal Sponsor that is guaranteed
 9    a   hearing   in  a  standing  or  special  committee,  or  a
10    subcommittee of a standing or special committee,  before  the
11    deadline  for the committees to report bills. The member must
12    designate the bill or resolution by filing a signed,  written
13    notice  with  the  Clerk  no  later  than the first Friday in
14    February. The Clerk shall prepare and make available  a  form
15    for  this  purpose.  The  member  may  not  change his or her
16    designated bill or resolution after the  written  notice  has
17    been  filed. The member may request, but not demand, that the
18    designated bill  or  resolution  be  heard  in  committee  or
19    subcommittee on a specified date. A hearing that is a subject
20    matter  hearing does not meet the requirement of a guaranteed
21    hearing on the designated bill or resolution.".
