AMENDMENT TO HOUSE JOINT RESOLUTION 3

2     AMENDMENT NO. ___. Amend House Joint Resolution 3 by
3 replacing everything after the title with the following:
 
4     "WHEREAS, Medicaid is the nation's major public insurance
5 program for providing health and long term care coverage to
6 millions of low-income citizens including newly eligible
7 populations to whom the State of Illinois has recently expended
8 benefits; and
 
9     WHEREAS, Federal Medical Assistance Percentages (FMAP) are
10 used in determining the amount of federal matching funds for
11 state expenditures associated with the Medicaid programs; and
 
12     WHEREAS, FMAP rates vary from state to state with some
13 states receiving matching rates as high as 83 percent, while
14 Illinois receives only the minimum FMAP rate of 50 percent; and
 
15     WHEREAS, Increasing the FMAP rate in Illinois to 55 percent
16 would result in an increase of $500 million in federal funding;
17 and
 
18     WHEREAS, Without a FMAP rate increase, taxpayers may be
19 called upon to further fund the Medicaid program in this time
20 of economic need; and

1     WHEREAS, The FMAP rate for Illinois does not adequately
2 reflect the increasing population of Medicaid recipients in
3 Illinois; therefore, be it
 
4     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
5 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
6 SENATE CONCURRING HEREIN, that we support and urge efforts by
7 the United States Congress and the President of the United
8 States to provide an increase in the FMAP rate for Illinois to
9 more adequately reflect the population of Medicaid recipients
10 in Illinois; and be it further
 
11     RESOLVED, That a suitable copy of this resolution be
12 delivered to each member of the Illinois Congressional
13 delegation, the Speaker of the United States House of
14 Representatives, the Majority Leader of the United States
15 Senate, and the President of the United States.".
