AMENDMENT TO HOUSE BILL 4012

2     AMENDMENT NO. ______. Amend House Bill 4012, on page 1, by
3 replacing lines 21 through 23 with the following:
4 "recorded image of the vehicle, the vehicle operator, and the
5 vehicle's registration plate while the driver is violating
6 Section 11-605.1 of the Illinois Vehicle Code. The photograph
7 or other recorded image must also"; and
 
8 on page 2, line 5, by replacing "11-605" with "11-605.1"; and
 
9 on page 2, line 28, by replacing "the offense" with "a
10 violation of Section 11-605.1 of the Illinois Vehicle Code";
11 and
 
12 on page 3, line 6, after "The vehicle," by inserting "vehicle
13 operator,"; and
 
14 on page 3, by replacing lines 30 through 34 with the following:
15     "(b) If the driver of the vehicle cannot be identified
16 through the photograph or other recorded image, the owner is
17 not liable for the fine."; and
 
18 on page 4, line 3, after "violation", by inserting "of Section
19 11-605.1 of the Illinois Vehicle Code"; and
 
20 on page 4, by replacing lines 29 through 32 with the following:

1     "Section 90. The Illinois Vehicle Code is amended by adding
2 Section 11-605.2 as follows:
 
3     (625 ILCS 5/11-605.2 new)
4     Sec. 11-605.2. Delegation of authority to set a special
5 speed limit while traveling through highway construction or
6 maintenance zones.
7     (a) A local agency may delegate to its superintendent of
8 highways the authority to set and post a reduced speed limit
9 for a construction or maintenance zone, as defined in Section
10 11-605, under subsection (b) of that Section.
11     (b) If a superintendent of highways sets a reduced speed
12 limit for a construction or maintenance zone in accordance with
13 this Section, the local agency must maintain a record that
14 indicates:
15         (1) the location of the construction or maintenance
16     zone;
17         (2) the reduced speed limit set and posted for the
18     construction or maintenance zone; and
19         (3) the dates during which the reduced speed limit was
20     in effect.
 
21     Section 999. Effective date. This Act takes effect upon
22 becoming law."; and
 
23 by deleting pages 5, 6, and 7.
