 1        AN ACT concerning State contracts.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The  Illinois Procurement Code is amended by
 5    adding Section 20-115 as follows:

 6        (30 ILCS 500/20-115 new)
 7        Sec. 20-115.  Set-aside for businesses owned by veterans.
 8    Each chief procurement officer shall develop and implement  a
 9    program  under  which contracts with an aggregate value of at
10    least 3% of the value of all contracts  awarded  by  agencies
11    under   the  chief  procurement  officer's  jurisdiction  are
12    awarded to businesses owned in the majority by veterans.
