 1                    AMENDMENT TO HOUSE BILL 1809

 2        AMENDMENT NO.     .  Amend House Bill 1809  by  replacing
 3    everything after the enacting clause with the following:

 4        "Section  5.  The  Developmental  Disability  and  Mental
 5    Disability Services Act is amended by adding Section 2-4.5 as
 6    follows:

 7        (405 ILCS 80/2-4.5 new)
 8        Sec.    2-4.5.  Autism;    community-based    residential
 9    services; pilot program.
10        (a)  Subject  to  appropriation,  the Department of Human
11    Services  shall   create   a   pilot   program   to   provide
12    community-based  residential  services  to  individuals  with
13    severe  autism  who  are  21  years  of  age  or  older.  The
14    Department  shall  contract with one service provider located
15    in the Chicago metropolitan area and one provider located  in
16    a  county  other  than  Cook, Lake, McHenry, Kane, DuPage, or
17    Will to provide alternative residential services  to  persons
18    with  severe  autism  who  would  otherwise  be  served in an
19    institutional setting.
20        (b)  The Department shall be  responsible  for,  but  not
21    limited to, providing the following:
22             (1)  Screening of individuals with severe autism who

 1        are 21 years of age or older to determine  whether  these
 2        individuals could be served in a residential setting at a
 3        cost  that does not exceed the cost of caring for them in
 4        an institutional setting.
 5             (2)  Training and  supports  for  both  adults  with
 6        severe   autism   and   the   staff  working  with  those
 7        individuals.
 8             (3)  Vocational opportunities for those  individuals
 9        placed at the designated community-based setting.
10        (c)  The  Department  shall adopt rules to implement this
11    Section.

12        Section 99.  Effective date. This Act takes  effect  upon
13    becoming law.".
