HOUSE RESOLUTION

WHEREAS, It is necessary to have a Fiscal Year 2016 budget in place in order for State payments to proceed normally for the new Fiscal Year; and

WHEREAS, In order for a budget to take effect, the spending authority authorized in appropriations bills must be passed by the General Assembly and signed by the Governor; and

WHEREAS, There is currently much disagreement between the Governor and the General Assembly as to the level of appropriations and revenue for the Fiscal Year that begins on July 1, 2016; and

WHEREAS, It is possible that there will not be new spending authority passed by the General Assembly and signed by the Governor prior to the beginning of the new Fiscal Year; and

WHEREAS, It is also possible that there could be a significant delay in reaching agreement on spending authority and revenue and that this delay could stretch well into the new Fiscal Year; and

WHEREAS, Many payments made by the State of Illinois will be delayed until there is an agreement; and

WHEREAS, One of the payments that will come due shortly after the beginning of the new Fiscal Year is the payroll for State employees; and

WHEREAS, It is possible that lack of an agreement on spending authority could delay the paychecks of State employees; and

WHEREAS, There are some state expenditures that are on a continuing appropriation; these expenditures do not require an agreement on spending authority prior to the expenditure being made; and

WHEREAS, Public Act 98-682 allows one of the expenditures on a continuing appropriation to be the payment made for salaries to members of the General Assembly; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we believe that it would be inappropriate for members of the General Assembly to receive their salaries in a timely manner when all other State employees are not being paid on time; and be it further

RESOLVED, That we believe that the expenditure of State funds for salaries to members of the General Assembly should not be made until such expenditure is made for the salaries for all State employees.
