HOUSE RESOLUTION

 
2    WHEREAS, It is necessary to have a Fiscal Year 2016 budget
3in place in order for State payments to proceed normally for
4the new Fiscal Year; and
 
5    WHEREAS, In order for a budget to take effect, the spending
6authority authorized in appropriations bills must be passed by
7the General Assembly and signed by the Governor; and
 
8    WHEREAS, There is currently much disagreement between the
9Governor and the General Assembly as to the level of
10appropriations and revenue for the Fiscal Year that begins on
11July 1, 2016; and
 
12    WHEREAS, It is possible that there will not be new spending
13authority passed by the General Assembly and signed by the
14Governor prior to the beginning of the new Fiscal Year; and
 
15    WHEREAS, It is also possible that there could be a
16significant delay in reaching agreement on spending authority
17and revenue and that this delay could stretch well into the new
18Fiscal Year; and
 
19    WHEREAS, Many payments made by the State of Illinois will
20be delayed until there is an agreement; and

1    WHEREAS, One of the payments that will come due shortly
2after the beginning of the new Fiscal Year is the payroll for
3State employees; and
 
4    WHEREAS, It is possible that lack of an agreement on
5spending authority could delay the paychecks of State
6employees; and
 
7    WHEREAS, There are some state expenditures that are on a
8continuing appropriation; these expenditures do not require an
9agreement on spending authority prior to the expenditure being
10made; and
 
11    WHEREAS, Public Act 98-682 allows one of the expenditures
12on a continuing appropriation to be the payment made for
13salaries to members of the General Assembly; therefore, be it
 
14    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
15NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
16believe that it would be inappropriate for members of the
17General Assembly to receive their salaries in a timely manner
18when all other State employees are not being paid on time; and
19be it further
 
20    RESOLVED, That we believe that the expenditure of State

1funds for salaries to members of the General Assembly should
2not be made until such expenditure is made for the salaries for
3all State employees.
