HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are pleased to congratulate Noel Oliver on his retirement as Director of the McDonough County 9-1-1 system; and

WHEREAS, Noel Oliver was born in 1944 in East St. Louis; as a young man he was a very active member of the Boy Scouts and began to develop his leadership skills as well as a sense of commitment to public service, both of which have been his lifelong trademark; he graduated from East St. Louis Senior High School and has since attended Southern Illinois University at East St. Louis, Grossmont Jr. College in El Cajon, California, Western Illinois University, Sangamon State University, and the University of Virginia; and

WHEREAS, In 1965, he married his high school sweetheart, Judy R. Abbett, and they have a son, Adam; and

WHEREAS, He started his career in law enforcement with the St. Louis Metropolitan Police Department in 1964; he began there as a cadet, writing parking tickets in downtown St. Louis, and was later assigned a walking beat in the downtown area; and

WHEREAS, He began his career with the Illinois State Police in 1968; by finishing with the top academic score, he was allowed to select his assignment within the State and selected the Macomb district without ever having been to the area; and

WHEREAS, In 1972, he was promoted to Corporal and assigned a supervisor role in the nine counties of District 14; in 1976, he was promoted to Sergeant and assigned to the Springfield office as the Director of Statewide Air Operations, the Command Center, the Hazardous Materials Section, and the Vehicle Investigations Unit; in 1978, he was promoted to Lieutenant and returned to Macomb as second-in-command; in 1979, he was promoted to Captain and assigned as the District Commander of District 14 in Macomb; and

WHEREAS, In 1986, he was selected to serve as a visiting lecturer to the Taiwan National Police Academy; his main emphasis was to teach a new and developing approach to handling hostage situations; and

WHEREAS, In 1989, he was selected to attend and later graduated from the FBI National Academy in Quantico, Virginia for advanced training; and

WHEREAS, He retired from the Illinois State Police in 1993; shortly after retirement he was selected to create an Enhanced 9-1-1 system for McDonough County from scratch; he laid the groundwork for the current system and served in that capacity until a director could be selected to begin the actual operations; and

WHEREAS, In 1993, he was selected to serve as a Traffic Safety Consultant with the Illinois Department of Transportation and Eastern Illinois University; beginning in 1995, he developed a marketing company to provide select equipment to law enforcement agencies in the Midwest; his hand-selected products included Stop Sticks and Fatal Vision goggles; and

WHEREAS, In February of 2003, he was recruited to again take a role in the local 9-1-1 system and serve as an Interim Director; in his position as director of 9-1-1, he serves on the McDonough County Employee Safety Committee, the Employee Handbook Committee, the Local Emergency Planning Committee, and the Geographic Information System Committee; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Noel Oliver on his retirement and wish him all the best in his future endeavors; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Noel Oliver as a symbol of our respect and esteem.
