HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to congratulate Noel Oliver on his
4retirement as Director of the McDonough County 9-1-1 system;
5and
 
6    WHEREAS, Noel Oliver was born in 1944 in East St. Louis; as
7a young man he was a very active member of the Boy Scouts and
8began to develop his leadership skills as well as a sense of
9commitment to public service, both of which have been his
10lifelong trademark; he graduated from East St. Louis Senior
11High School and has since attended Southern Illinois University
12at East St. Louis, Grossmont Jr. College in El Cajon,
13California, Western Illinois University, Sangamon State
14University, and the University of Virginia; and
 
15    WHEREAS, In 1965, he married his high school sweetheart,
16Judy R. Abbett, and they have a son, Adam; and
 
17    WHEREAS, He started his career in law enforcement with the
18St. Louis Metropolitan Police Department in 1964; he began
19there as a cadet, writing parking tickets in downtown St.
20Louis, and was later assigned a walking beat in the downtown
21area; and

1    WHEREAS, He began his career with the Illinois State Police
2in 1968; by finishing with the top academic score, he was
3allowed to select his assignment within the State and selected
4the Macomb district without ever having been to the area; and
 
5    WHEREAS, In 1972, he was promoted to Corporal and assigned
6a supervisor role in the nine counties of District 14; in 1976,
7he was promoted to Sergeant and assigned to the Springfield
8office as the Director of Statewide Air Operations, the Command
9Center, the Hazardous Materials Section, and the Vehicle
10Investigations Unit; in 1978, he was promoted to Lieutenant and
11returned to Macomb as second-in-command; in 1979, he was
12promoted to Captain and assigned as the District Commander of
13District 14 in Macomb; and
 
14    WHEREAS, In 1986, he was selected to serve as a visiting
15lecturer to the Taiwan National Police Academy; his main
16emphasis was to teach a new and developing approach to handling
17hostage situations; and
 
18    WHEREAS, In 1989, he was selected to attend and later
19graduated from the FBI National Academy in Quantico, Virginia
20for advanced training; and
 
21    WHEREAS, He retired from the Illinois State Police in 1993;
22shortly after retirement he was selected to create an Enhanced

19-1-1 system for McDonough County from scratch; he laid the
2groundwork for the current system and served in that capacity
3until a director could be selected to begin the actual
4operations; and
 
5    WHEREAS, In 1993, he was selected to serve as a Traffic
6Safety Consultant with the Illinois Department of
7Transportation and Eastern Illinois University; beginning in
81995, he developed a marketing company to provide select
9equipment to law enforcement agencies in the Midwest; his
10hand-selected products included Stop Sticks and Fatal Vision
11goggles; and
 
12    WHEREAS, In February of 2003, he was recruited to again
13take a role in the local 9-1-1 system and serve as an Interim
14Director; in his position as director of 9-1-1, he serves on
15the McDonough County Employee Safety Committee, the Employee
16Handbook Committee, the Local Emergency Planning Committee,
17and the Geographic Information System Committee; therefore, be
18it
 
19    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
20NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
21we congratulate Noel Oliver on his retirement and wish him all
22the best in his future endeavors; and be it further
