HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are pleased to recognize Detective Richard Wistocki of the Naperville Police Department on being honored by the Citizens Appreciate Public Safety committee (CAPS) on May 15, 2014; and

WHEREAS, Det. Wistocki has been with the Naperville Police Department for 24 years; in his last 18 years as an Internet Crimes Investigator with the Naperville Police Department, he has forged numerous partnerships with the community and other law enforcement agencies; he is one of the founding members and an affiliate member of the Illinois Attorney General's High Tech Crimes Bureau; and

WHEREAS, Det. Wistocki's passion is concentrated in teaching parents how to protect their children while online; he takes his juvenile investigations experience and applies it to situations parents may encounter with their children online; he currently presents every other month to parent groups on how to protect their children online and he is a regular guest on Fox 32 Chicago as an expert in Cyber-Safety; he is a part-time investigator with the WCSAO, conducts undercover operations against people who exploit children online, and is a member of the High Technology Crimes Unit with the Will County State's Attorney's Office; in May of 2007, he presented to the National Governors Association on Keeping Kids Safe Online; and

WHEREAS, In 2006, MySpace.com, owned by Fox Interactive Media, presented Det. Wistocki with the "Law Enforcement Innovation" award and he served as the Law Enforcement Liaison between MySpace and the Attorney General's Internet Crimes against Children Task Force; he has received the National Exchange Club of Naperville "Officer of the Year" award (2007), the CAPS Officer of the Year/George Pradel Award (2008), the Son's of the American Revolution Officer of the Year award (2008), and the CAPS Meritorious Unit Award for Computer Crimes Investigation (2012); and

WHEREAS, Det. Wistocki is currently an instructor at the Northeast Multi-Regional Training Center teaching detectives and patrol officers how to investigate internet crime; prior to this assignment, he was an adjunct professor with the College of DuPage Suburban Law Enforcement Academy for 7 years; he is a member of the Illinois Tactical Officers Association since 1995, the Internet Crimes Against Children Task Force since 1998, the High Tech Criminal Investigators Association since 2000, and the United States Secret Service Computer Electronics Task Force since 2001; and

WHEREAS, Det. Wistocki has a Bachelor of Arts in Criminal Justice from St. Xavier University in Chicago and is a 1989 graduate of the Cook County Police Academy; he has been married to Anita for 23 years, and they have 2 sons, Anthony and Dominic; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we recognize Detective Richard Wistocki of the Naperville Police Department on being honored by the Citizens Appreciate Public Safety committee, and wish him the best in all his future endeavors; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Det. Wistocki as an expression of our esteem and respect.
