HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to recognize Detective Richard
4Wistocki of the Naperville Police Department on being honored
5by the Citizens Appreciate Public Safety committee (CAPS) on
6May 15, 2014; and
 
7    WHEREAS, Det. Wistocki has been with the Naperville Police
8Department for 24 years; in his last 18 years as an Internet
9Crimes Investigator with the Naperville Police Department, he
10has forged numerous partnerships with the community and other
11law enforcement agencies; he is one of the founding members and
12an affiliate member of the Illinois Attorney General's High
13Tech Crimes Bureau; and
 
14    WHEREAS, Det. Wistocki's passion is concentrated in
15teaching parents how to protect their children while online; he
16takes his juvenile investigations experience and applies it to
17situations parents may encounter with their children online; he
18currently presents every other month to parent groups on how to
19protect their children online and he is a regular guest on Fox
2032 Chicago as an expert in Cyber-Safety; he is a part-time
21investigator with the WCSAO, conducts undercover operations
22against people who exploit children online, and is a member of
23the High Technology Crimes Unit with the Will County State's

1Attorney's Office; in May of 2007, he presented to the National
2Governors Association on Keeping Kids Safe Online; and
 
3    WHEREAS, In 2006, MySpace.com, owned by Fox Interactive
4Media, presented Det. Wistocki with the "Law Enforcement
5Innovation" award and he served as the Law Enforcement Liaison
6between MySpace and the Attorney General's Internet Crimes
7against Children Task Force; he has received the National
8Exchange Club of Naperville "Officer of the Year" award (2007),
9the CAPS Officer of the Year/George Pradel Award (2008), the
10Son's of the American Revolution Officer of the Year award
11(2008), and the CAPS Meritorious Unit Award for Computer Crimes
12Investigation (2012); and
 
13    WHEREAS, Det. Wistocki is currently an instructor at the
14Northeast Multi-Regional Training Center teaching detectives
15and patrol officers how to investigate internet crime; prior to
16this assignment, he was an adjunct professor with the College
17of DuPage Suburban Law Enforcement Academy for 7 years; he is a
18member of the Illinois Tactical Officers Association since
191995, the Internet Crimes Against Children Task Force since
201998, the High Tech Criminal Investigators Association since
212000, and the United States Secret Service Computer Electronics
22Task Force since 2001; and
 
23    WHEREAS, Det. Wistocki has a Bachelor of Arts in Criminal

1Justice from St. Xavier University in Chicago and is a 1989
2graduate of the Cook County Police Academy; he has been married
3to Anita for 23 years, and they have 2 sons, Anthony and
4Dominic; therefore, be it
 
5    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
6NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
7we recognize Detective Richard Wistocki of the Naperville
8Police Department on being honored by the Citizens Appreciate
9Public Safety committee, and wish him the best in all his
10future endeavors; and be it further
 
11    RESOLVED, That a suitable copy of this resolution be
12presented to Det. Wistocki as an expression of our esteem and
13respect.
