1     AN ACT concerning human rights.

2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:

4     Section 5. The Illinois Human Rights Act is amended by
5 adding Section 7-114 as follows:

6     (775 ILCS 5/7-114 new)
7     Sec. 7-114. Report concerning Article 3 charges. No later
8 than February 28 of each year beginning in 2013, the Department
9 shall file a report with the General Assembly containing the
10 following information regarding charges under Article 3,
11 including charges referred to the Department by the Department
12 of Housing and Urban Development with subject matter pertaining
13 to Article 3:
14     (1) The number of charges pending on December 31 of the
15 preceding calendar year. Of these charges, the report shall
16 also state the number pending for less than one year, the
17 number pending for at least one year but less than 2 years, the
18 number pending for at least 2 years but less than 3 years, the
19 number pending for at least 3 years but less than 4 years, the
20 number pending for at least 4 years but less than 5 years, the
21 number pending for at least 5 years but less than 6 years, the
22 number pending for at least 6 years but less than 7 years, and
23 the number pending for at least 7 years.

1     (2) The number of charges concluded during the preceding
2 calendar year. Of these charges, the report shall also state
3 the number pending for less than one year before their
4 conclusion, the number pending for at least one year but less
5 than 2 years before their conclusion, the number pending for at
6 least 2 years but less than 3 years before their conclusion,
7 the number pending for at least 3 years but less than 4 years
8 before their conclusion, the number pending for at least 4
9 years but less than 5 years before their conclusion, the number
10 pending for at least 5 years but less than 6 years before their
11 conclusion, the number pending for at least 6 years but less
12 than 7 years before their conclusion, and the number pending
13 for at least 7 years before their conclusion.
