HOUSE RESOLUTION

WHEREAS, Tuition and fee rates at public universities across the nation have come to the forefront of debate in recent years due to unprecedented increases; and

WHEREAS, Tuition and fees at some Illinois colleges have increased by as much as 9% in recent years; and

WHEREAS, An Illinois student electing to attend college outside the State, in many instances, pays more in tuition and fees than an out-of-state student coming into Illinois; and

WHEREAS, At the University of Illinois, in particular, data suggests that out-of-state tuition rates are considerably lower than that at flagship institutions in neighboring states; and

WHEREAS, In order to maintain economic viability, it is imperative that the cost to educate out-of-state students in Illinois is comparable to the cost in bordering states; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we request the Illinois Board of Higher Education to conduct a cost-neutral analysis of all relevant out-of-state tuition and fees charged by the University of Illinois in comparison to those charged by the flagship schools in bordering states; and be it further

RESOLVED, That the Board shall provide administrative support for the study and report; and be it further

RESOLVED, That the Board shall report its findings to the General Assembly and the Governor on or before June 30, 2011; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the Illinois Board of Higher Education.
