HOUSE RESOLUTION

 
2    WHEREAS, Tuition and fee rates at public universities
3across the nation have come to the forefront of debate in
4recent years due to unprecedented increases; and
 
5    WHEREAS, Tuition and fees at some Illinois colleges have
6increased by as much as 9% in recent years; and
 
7    WHEREAS, An Illinois student electing to attend college
8outside the State, in many instances, pays more in tuition and
9fees than an out-of-state student coming into Illinois; and
 
10    WHEREAS, At the University of Illinois, in particular, data
11suggests that out-of-state tuition rates are considerably
12lower than that at flagship institutions in neighboring states;
13and
 
14    WHEREAS, In order to maintain economic viability, it is
15imperative that the cost to educate out-of-state students in
16Illinois is comparable to the cost in bordering states;
17therefore, be it
 
18    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
19NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
20we request the Illinois Board of Higher Education to conduct a

1cost-neutral analysis of all relevant out-of-state tuition and
2fees charged by the University of Illinois in comparison to
3those charged by the flagship schools in bordering states; and
4be it further
 
5    RESOLVED, That the Board shall provide administrative
6support for the study and report; and be it further
 
7    RESOLVED, That the Board shall report its findings to the
8General Assembly and the Governor on or before June 30, 2011;
9and be it further
 
10    RESOLVED, That a suitable copy of this resolution be
11presented to the Illinois Board of Higher Education.
