SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/5.786 new
30 ILCS 105/6z-87 new
35 ILCS 5/507YY new

    Amends the Illinois Income Tax Act. Creates a tax checkoff for the Habitat for Humanity Fund. Amends the State Finance Act to create the Fund. Provides that moneys in the Fund shall be appropriated to the Department of Human Services for grants supporting Habitat for Humanity projects in Illinois. Effective immediately.

1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Sections 5.786 and 6z-87 as follows:
 
6    (30 ILCS 105/5.786 new)
7    Sec. 5.786. The Habitat for Humanity Fund.
 
8    (30 ILCS 105/6z-87 new)
9    Sec. 6z-87. The Habitat for Humanity Fund; creation. The
10Habitat for Humanity Fund is created as a special fund in the
11State treasury. Moneys in the Fund shall be appropriated to the
12Department of Human Services for the purpose of making grants
13to Habitat for Humanity of Illinois, Inc., for the purpose of
14supporting Habitat for Humanity projects in Illinois.
 
15    Section 10. The Illinois Income Tax Act is amended by
16adding Section 507YY as follows:
 
17    (35 ILCS 5/507YY new)
18    Sec. 507YY. Habitat for Humanity fund checkoff. For taxable
19years beginning on and after January 1, 2012, the Department
20shall print on its standard individual income tax form a

1provision indicating that if the taxpayer wishes to contribute
2to the Habitat for Humanity Fund as authorized by this
3amendatory Act of the 97th General Assembly, he or she may do
4so by stating the amount of the contribution (not less than $1)
5on the return and that the contribution will reduce the
6taxpayer's refund or increase the amount of the payment to
7accompany the return. Failure to remit any amount of increased
8payment shall reduce the contribution accordingly. This
9Section shall not apply to an amended return.
 
10    Section 99. Effective date. This Act takes effect upon
11becoming law.
