SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Wind Turbine Stewardship and Takeback Program Act. Provides that on and after January 1, 2025, a wind turbine manufacturer shall participate in a wind turbine stewardship and takeback program under which, where realistic, the wind turbine manufacturer shall recycle wind turbine components that are not toxic after their useful life instead of disposing them in landfills. Requires wind turbine manufacturers to file plans for the wind turbine stewardship and takeback program with the Environmental Protection Agency. Provides that the Agency shall develop guidance for wind turbine stewardship and takeback programs established under the Act.

1    AN ACT concerning safety.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Wind
5Turbine Stewardship and Takeback Program Act.
 
6    Section 5. Definition. In this Act, "Agency" means the
7Environmental Protection Agency.
 
8    Section 10. Wind turbine stewardship and takeback program.
9On and after January 1, 2025, a wind turbine manufacturer
10shall participate in a wind turbine stewardship and takeback
11program under which, where realistic, the wind turbine
12manufacturer shall recycle wind turbine components that are
13not toxic after their useful life instead of disposing them in
14landfills.
 
15    Section 15. Program plan. A wind turbine manufacturer
16shall file a plan for the manufacturer's wind turbine
17stewardship and takeback program with the Agency.
 
18    Section 20. Guidance. The Agency shall develop guidance
19for wind turbine stewardship and takeback programs established
20under this Act.
