SYNOPSIS AS INTRODUCED:

New Act

Creates the Wind Turbine Stewardship and Takeback Program Act. Provides that on and after January 1, 2025, a wind turbine manufacturer shall participate in a wind turbine stewardship and takeback program under which, where realistic, the wind turbine manufacturer shall recycle wind turbine components that are not toxic after their useful life instead of disposing them in landfills. Requires wind turbine manufacturers to file plans for the wind turbine stewardship and takeback program with the Environmental Protection Agency. Provides that the Agency shall develop guidance for wind turbine stewardship and takeback programs established under the Act.

A BILL FOR

AN ACT concerning safety.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 1. Short title. This Act may be cited as the Wind Turbine Stewardship and Takeback Program Act.

Section 5. Definition. In this Act, "Agency" means the Environmental Protection Agency.

Section 10. Wind turbine stewardship and takeback program. On and after January 1, 2025, a wind turbine manufacturer shall participate in a wind turbine stewardship and takeback program under which, where realistic, the wind turbine manufacturer shall recycle wind turbine components that are not toxic after their useful life instead of disposing them in landfills.

Section 15. Program plan. A wind turbine manufacturer shall file a plan for the manufacturer's wind turbine stewardship and takeback program with the Agency.

Section 20. Guidance. The Agency shall develop guidance for wind turbine stewardship and takeback programs established under this Act.
