AMENDMENT TO SENATE BILL 1549 




2    AMENDMENT NO. ______. Amend Senate Bill 1549 by replacing 
3everything after the enacting clause with the following:

 
 
4    "Section 1. Short title. This Act may be cited as the Wind 
5Turbine Stewardship and Takeback Program Act.
 
6    Section 5. Definition. In this Act, "Agency" means the 
7Illinois Environmental Protection Agency.
 
8    Section 10. Wind turbine stewardship and takeback program. 
9On and after January 1, 2026, if a wind turbine is placed in 
10service in the State, the owner of that wind turbine shall 
11participate in a wind turbine stewardship and takeback program 
12under which, where cost-effective and not causing a material 
13adverse effect on the owner, the wind turbine owner shall 
14recycle or repurpose wind turbine components that are not 
15toxic after their useful life instead of disposing of them in

1landfills.
 
2    Section 15. Program plan. A wind turbine owner shall file 
3with the Agency a document indicating the wind turbine 
4stewardship and takeback program in which the owner 
5participates.
 
6    Section 20. Guidance. The Agency shall develop guidance 
7that is cost-effective and that does not cause a material 
8adverse effect on the owner for wind turbine stewardship and 
9takeback programs established under this Act.".
