Deletes everything. Amends the Election Code. Provides that, notwithstanding any law to the contrary, a person is ineligible to become a candidate for ward or township committeeperson in Cook County if he or she has been convicted of an infamous crime.

Provides that a person is ineligible to become a candidate for ward or township committeeman in Cook County if he or she has been convicted of a felony (instead of an infamous crime).

Deletes everything. Amends the Election Code. Requires election authorities to accept voter registration in person during the period between the close of regular registration and the 14th day before an election or primary. Requires employers, within certain limitations, to excuse employees to serve as election judges. Requires the Secretary of State and the Departments of Human Services, Public Aid, Children and Family Services, and Employment Services to make voter registration applications available at their offices and facilities. Permits General Assembly members to make voter registration applications available in their district offices. Requires certain State agencies and colleges and universities to include voter registration forms on their websites. Changes provisions concerning disclosure of electronic voter registration records. Changes provisional ballot requirements to conform with the federal Help America Vote Act. Redefines political committees to include persons and groups who engage in electioneering communications of specified monetary amounts. Applies the electioneering communication restrictions to specified periods before all elections and primaries. Makes changes concerning filing of campaign finance reports by nonparticipating political committees; posting of absentee voter information; and the county convention date. Requires the State Board of Elections to certify the 2004 presidential and vice presidential candidates if their certification is received by September 15, 2004, from an established political party's national committee. Authorizes deputy registers to accept voter registrations statewide. Requires the Departments of Human Services, Children and Family Services, Public Aid, and Employment Security to provide voter registration at their facilities. Authorizes local election authorities to establish programs in which Illinois college students may serve as election judges in precincts where they are not entitled to vote. Makes other changes. Amends the Illinois Vehicle Code to make conforming changes. Amends the Township Code, the Illinois Municipal Code, the Revised Cities and Villages Act of 1941, the Fire Protection District Act, the Downstate Forest Preserve District Act, the Public Library District Act of 1991, the School Code, the Public Community College Act, and the Fox Waterway Agency Act. Changes the dates that various elected officers take office and that various elected bodies hold organizational meetings due to the lengthening of the period for canvassing election returns. Changes requirements concerning petition signatures and residency for certain municipal officer candidates. Makes other changes. Amends the State Finance Act. Creates a special fund in the State treasury for use in the implementation and administration of Election Code provisions requiring an Internet Voters' Guide. Effective immediately.
