FOOD-DRUGS-REGULATE & LICENSE                                              

Synopsis of Bill as introduced:
        Amends the Illinois Food, Drug and Cosmetic Act.  Authorizes  the      
   Department  of  Public  Health  to  issue certificates of free sale to      
   Illinois  food  manufacturers  and  other  entities.   Provides   that      
   regulations  adopted  by the federal Food, Drug and Cosmetic Act apply      
   in Illinois except as modified by State  regulations.  Authorizes  the      
   Department  to  assess fines against license holders for violations of      
   the Act. Requires food  manufacturers  and  other  entities  to             
   obtain  a  license  from  the  Department,  and  sets  forth licensing      
   requirements including license fees.  Requires  annual  inspection  of      
   food manufacturers and other entities. Preempts home rule. Provides         
   that funds collected from certification and licensing shall be depos-       
   ited into the Food and Drug Safety Fund. Effective January 1, 2001.
